This position administers and provides supervisory oversight for the Office of Justice Programs (OJP) Crime Victim Reimbursement Program Admin Unit. Under limited supervision, the position manages program operations in accordance with established policies, procedures, and applicable state and federal requirements. The position also conducts program monitoring and audits to ensure adherence to state and federal laws, rules, and guidelines and supports the effective administration of the Crime Victim Reimbursement Program.
The incumbent applies the provisions of Minnesota Statutes 611A. 52 - 611.67, Minnesota Statute 611A.4, and Minnesota Rules - , and federal program guidelines for the Victims of Crime Act (VOCA) Victim Compensation Grant Program.
The Department of Public Safety is unable to provide sponsorship for work visas. Applicants must be eligible to work in the United States at the start of employment. DPS does not participate in E-Verify.
** Minimum Qualifications*

Two (2) years of experience administering, coordinating, or managing a crime victim services, reimbursement, compensation, grants, criminal justice, legal support, or human services program that required:
+ Applying statutes, rules, policies, or regulatory requirements.
+ Analyzing information and exercising independent judgment to make decisions or recommendations.
+ Interpreting complex information and communicating decisions to stakeholders; and
+ Managing sensitive or confidential information.
+ Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
AND
+ Experience leading, training, mentoring, coordinating, or directing the work of staff, volunteers, contractors, or project teams.
+ Experience reviewing work for accuracy, compliance, or quality assurance purposes.
+ Skill in establishing and maintaining effective working relationships with diverse stakeholders, including customers, service providers, and partner agencies.
+ Experience using databases, financial systems, case management systems, or other electronic record systems to track, monitor, or process information.
** Preferred Qualifications*
* + Experience supervising employees in a public sector, criminal justice, victim services, legal, healthcare, reimbursement, compensation, or human services environment.
+ Knowledge of Minnesota Crime Victim Reimbursement statutes and rules, including Minn. Stat. §§ 611A.52-611A.67 and related program requirements.
+ Experience administering financial transactions, reimbursements, restitution, subrogation, fund recovery, or payment processing activities.
+ Experience conducting compliance reviews, audits, quality assurance reviews, or monitoring activities.
