HR Data Analyst
The Minnesota Department of Natural Resources is looking to fill one (1) full-time Management Analyst 4 position at its Central Office in St. Paul, Minnesota. The position serves as the agency's lead resource for HR data analysis, workforce reporting, and HR operational improvement initiatives by conducting complex analyses, evaluating business processes and systems, and developing solutions based on data and technology.
The work of this position supports strategic planning, organizational effectiveness, executive decision making, labor relations and negotiations, and continuous improvement across the agency.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis, up to 50%, which is subject to change. If approved, the employee would be required to complete a telework agreement.
Minimum Qualifications:
Four years of professional experience in workforce analytics, data analysis, business analysis, organizational analysis, human resources, or a related field, including experience with:
- Analyzing and interpreting data to identify trends, produce actionable insights, and support business decisions.
- Experience creating dashboards, data visualizations, and reports using tools such as Power BI, Tableau, SQL, OBIEE, or similar programs.
- Sufficient understanding of data hygiene, data security, data integrity and data availability practices to ensure safe and reliable use of data.
- Reviewing business processes or workflows and recommending technology based improvement.
- Working with leaders, managers, or business partners to understand their needs and providing applicable data to support decisions.
- Experience leading continuous improvement efforts by using data to identify opportunities and implement solutions that improve processes and efficiency.
- Working with large or complex data sets and multiple systems while maintaining accurate, reliable, and confidential information.
- Leading projects, coordinating work across teams, or serving as a subject matter expert or technical resource.
- Communicate data insights to non-technical staff at all levels of the organization.
Education:
Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, Data Analytics, Statistics, Management Information Systems, or a closely related field may substitute for one (1) year of experience; master's degree may substitute for eighteen (18) months.
Preferred Qualifications:
- Experience with HR or workforce data and analytics.
- Experience working with HR information systems, payroll systems, or other workforce management systems.
- Experience with workforce planning, staffing analysis, organizational analysis, or process improvement.
- Experience using workforce or compensation data to support labor relations or collective bargaining.
- Experience improving data quality, reporting processes, or data standards.
- Experience working with leaders to turn data into recommendations and business decisions.
