This position supports the State Patrol Division by providing leadership, service, and assistance in the procurement of goods and services through the development, negotiation, and management of commodities and services from existing state contracts and/or the solicitation process, utilizing a Local Purchasing Authority of $50,000.
To serve as State Patrol's primary point of contact for all 18 sections/districts, support, and management staff, Fiscal and Administrative Services personnel, Materials Management Division personnel and vendors. This position has the primary responsibility within MSP for purchasing equipment, supplies, and services in accordance with established State of Minnesota policies and procedures and sound fiscal practices.
Serve as one of the primary buyers within the State Patrol, which includes coordinating workload, how to obtain and one-on-one training as needed and reviewing and approving purchase orders in the direct purchase of commodities and equipment.

Minimum QualificationsTwo (2) years of experience in purchasing, procurement, or acquisition of goods and services. Experience must include:
Purchasing in a governmental or business environment
Writing specification for goods/services
Preparing and awarding solicitations for bid
Authority for local purchasing authority (ALP) at the $25,000 level or the ability to obtain within three months of the start date.
Skills in accounting and math to accurately prepare orders and review invoicing.
Proficiency in Microsoft Office, including Microsoft Word, Excel, Outlook, and SharePoint.
Customer service & human relations skills sufficient to interact respectfully, courteously, and professionally with stakeholders in person, on the phone and through email.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
Authority for Local Purchasing (ALP) at the $50,000 level.
Knowledge of state procurement statutes, ethical purchasing standards, and conflict-of-interest requirements.
Experience using procurement systems and tools such as SWIFT, CPRS, databases, and spreadsheets.
Demonstrated organizational skills to manage, track, report, and perform data entry relevant to procurement transactions, using basic web applications and Microsoft Office Suite including Outlook, Word, and Excel.
Experience training staff and the development of financial training materials.
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
