The City of Saint Paul’s Department of Planning and Economic Development is hiring a Business Solutions Supervisor. This position is a highly visible, public facing position that serves as a key point of contact for the local business community and policymakers while overseeing a team of City employees that serve as business navigators. Maintaining a regular presence in the community, building relationships, and engaging directly with businesses are essential parts of the role.
This position also provides operational leadership, oversees complex economic development initiatives, and supports departmental strategic priorities
The anticipated starting salary range for this position is $109,000–$119,000 annually.
Here’s what you can expect to do:- Build strong relationships with the business community and associations including Saint Paul Area Chamber, Business Owners Managers Association, St. Paul Port Authority and local business chambers, and representing the City in public settings.
- Supervise an assigned team, including planning and assigning work, managing performance, developing employees, hiring staff, and addressing performance or disciplinary matters.
- Lead complex business services and economic development initiatives involving business outreach, zoning, planning, licensing, funding programs, and real estate transactions.
- Serve as an expert resource and navigator for businesses, connecting them with appropriate City departments, programs, resources, and external partners.
- Develop and monitor program budgets, reporting and compliance requirements, performance measures, and program outcomes.
- Translate departmental priorities into actionable work plans and provide reports, presentations, project proposals, and policy recommendations to department leadership, stakeholders, and elected officials.

Ten years of progressively responsible experience in urban planning, housing development, economic development, public administration, or financial management. business administration.
NOTE:An Associate’s Degree in a related field may be substituted for two years of work experience. A Bachelor’s Degree in a related field may be substituted for four years of experience. A Master’s Degree in a related field may be submitted for six years of experience.

Eligible Lists:Eligible lists are typically created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.
Final Selection Process:You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
