The Disability Waiver Rate System (DWRS) Compliance Analyst will ensure the accuracy, consistency, and compliance of DWRS rate calculations and disability waiver service agreements through quality assurance reviews, data analysis, policy guidance, and process improvement.
Responsibilities include:
- Conduct regular data analysis related to disability waiver service rate calculations and authorizations
- Work within the Fiscal Policy and Operations team and across the Disability Services Division to support lead agency and provider partners in ensuring service rates are correct
- Conduct quality assurance reviews and analyses of DWRS rate calculations, waiver service agreements, and related data to ensure accurate, equitable, and compliant application of DWRS methodologies in accordance with applicable state and federal laws, rules, and policy
- Develop, maintain, and update policy and process guidance, resources, and related materials for external and internal partners to ensure accurate, equitable, and consistent application of DWRS rate methodologies in accordance with applicable state and federal laws, regulations, and program requirements
- Analyze DWRS policies, processes, and operational data to develop, implement, and monitor process improvements that enhance fiscal integrity, operational effectiveness, and compliance with program requirements
- Other duties as assigned
Minimum Qualifications
2 years of professional experience in quality assurance review and analysis. Experience must demonstrate the following:
- Experience with Minnesota's disability waiver programs, systems, financing, providers, and related federal and state laws, regulations, and reporting requirements
- Experience analyzing data or conducting quality assurance activities sufficient to communicate recommendations to decision makers and other professionals
- Experience interpreting and applying state and federal laws, regulations, and policy sufficient to ensure program compliance
Bachelor's Degree in Human Services, Public Policy, Data Analytics or related field may substitute for 1 year of experience OR Master's degree in Human Services, Public Policy, Data Analytics or related field may substitute for 2 years of experience
Preferred Qualifications
- Experience with issues that affect long-term care supports for people with disabilities
- Experience using project management techniques, tools, and practice sufficient to contribute to successful projects
- Experience developing procedure and process documentation
- Ability to communicate data and policy recommendations to lawmakers when directed to do so
- Variety of experiences working effectively with others from different backgrounds and cultures
