* This position exists within the Homelessness, Housing and Support Services Administration (HHSSA) to ensure compliance monitoring, quality assurance, program integrity, and process documentation across the Housing Support Program (HSP). The incumbent independently interprets complex regulatory requirements, determines compliance status, identifies systemic risk, and designs and implements corrective action strategies.

This position reflects the team's expanded role in directly administering HSP agreements and leading program-wide compliance functions. The incumbent's determinations and recommendations inform provider relationships and shape internal processes and HSP program policy. The incumbent's compliance findings, quality assurance conclusions, and process improvements have statewide reach and implication in coordination with county and tribal human services agencies across Minnesota.

This role includes two related but distinct functions: compliance monitoring - the systematic, risk-based oversight of whether providers and agreements meet established regulatory requirements and quality assurance review - the investigative, evaluative process applied when concerns arise about service quality, practice patterns, or the adequacy of corrective actions. The incumbent serves as an internal expert on both functions, providing guidance to staff, leadership, and external partners, and advancing internal process and operational policy improvements emerging from compliance and quality assurance findings.

* ** Compliance Monitoring**  - The incumbent designs, refines, and execute systematic compliance monitoring protocols to assess whether HSP providers are meeting applicable program requirements. This function is focused on sustained adherence to program standards and early detection and triage of emerging risk, not response to known problems. The incumbent exercises independent professional judgment in interpreting regulatory requirements, assessing provider risk, and determining compliance status.
