Job Summary

This position exists to execute the Commissioner of the Minnesota Department of Children, Youth, and Family (DCYF) responsibility for administrative and regulatory functions related to licensed and certified child care centers. It is housed in the Department’s Office of Inspector General (“OIG”), Licensing Division, Child Care Center Licensing and Certification Unit. Under the general direction of the Unit Manager and under direct supervision of the Unit Supervisor, STATUTES, this position is responsible for researching, designing, developing, managing and providing training for child care centers on pre‑ and post‑licensure requirements in Minnesota, Chapters 142B, 142C, 245C and 260E;

and Minnesota Rules, parts  to . The role trains child care providers to navigate pre‑ and post‑licensure requirements and processes. The position will engage providers, applicants and stakeholders from diverse cultural backgrounds and business communities on the intersection of child care licensing, health and safety requirements and adherence to sound business models for commencing a child care center.

Responsibilities include:

  • Lead the design, development, and implementation of a statewide license holder pre‑licensure orientation session.
  • Lead the design, development, and implementation of a post‑licensure mandatory training workshop for newly licensed child care providers.
  • Coordinate, develop, and maintain resources for use by applicants, license and certification holders, and the general public.
  • Represent the Child Care Center Licensing Unit with other state agencies, DCYF divisions, and stakeholder groups.
Qualifications
Minimum Qualifications

Four (4) years
* of experience designing, creating, and delivering training sessions to a diverse audience.

Experience must demonstrate the following:

  • Researching, developing, and delivering training to a diverse audience using mixed delivery systems.
  • Experience using technology and multimedia visual aids to enhance efficiencies and improve customer experience.
  • Experience in oversight of or monitoring compliance with state and federal child care center rules, regulations, and laws.
