Note:
This career opportunity is based at the Commission offices in St. Paul, Minnesota and is not available for full-time remote work. This position will require you to work onsite or in-person for at least 50% of scheduled workdays each month (including travel and off-site meetings)._*
* ** These positions will work in the Commission's Energy Planning Unit providing policy and technical analysis and interpretation of complex gas and electric utility regulatory matters to ensure reliable, affordable, and sustainable utility service. The Energy Planning Unit positions analyze and advise on electric and natural gas utilities' integrated resource planning, resource acquisition, natural gas utility innovation under the Natural Gas Innovation Act, regional market and planning issues, and state policy implementation such as Carbon Free Standard and Eligible Energy Technologies Standard.
These positions require understanding of energy optimization and market simulation models, such as EnCompass, Aurora, and PLEXOS.*
* ** A Rates Analyst 2 and 3 advises the Commission on increasingly complex economic, regulatory and energy policy issues. The incumbent would be expected to examine and interpret, orally and in writing, utility filings on such topics as interaction of electricity and natural gas policies, comprehensive electric and natural gas planning, and related utility regulatory and energy policy issues, particularly as the Commission implements recently passed clean energy and decarbonization legislation.*
* ** The incumbent would also be responsible for conducting research and preparing written or oral reports on other regulatory and policy issues before the Commission.*
* ** Minimum Qualifications*
* ** Minimum qualifications for Rate Analyst 2:*
* At least two (2) years of professional experience with electric and/or natural gas utility regulation or relevant experience in a regulatory setting required:
