Job Summary: This position is the main liaison between MnDOT and utility companies for highway construction projects, coordinating relocation, reconstruction, or protection of utility facilities. The incumbent reviews and certifies project plans, identifies affected utilities, determines reimbursement eligibility, and ensures all notifications, certifications, and documentation are completed prior to letting.
Minimum Qualifications Engineer Senior Qualifications- Licensure as a professional engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID) or ability to obtain licensure through reciprocity. (If obtaining licensure through reciprocity, a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.)
- A Bachelor's degree in Civil Engineering from an ABET‑accredited college or university AND two years of post‑graduation civil engineering work
- OR A Master’s degree in Civil Engineering from an accredited college/university or equivalent AND one‑year post‑graduation civil engineering work.
- A passing score on the Fundamentals of Engineering (FE) exam.
- Experience with highway and structures construction plan review.
- Experience with utility facility design, construction practices, and costs of construction.
- Experience writing documents like memos, letters, and reports.
- Experience applying MnDOT policies and procedures, FHWA regulations and policies, AASHTO policies, and Minnesota statutes about the accommodation of utilities on MnDOT right of way and right of way acquisition.
- Experience applying real estate law as related to legal descriptions and deed forms, knowledge of common utility easement costs, and knowledge of easement valuations and acquisition practices.
- Successful candidate must pass past‑employer reference checks and a criminal history check. The background check may include SEMA4 Records Check, Criminal History Check, Employment Reference Check, Driver’s License Check, and/or Education/License Verification.
