Overview

The Financial Planning Analyst (FPA) provides budget and financial support during biennial budget, capital budget and legislative session including budgets, change items, federal funds summary, grants funding detail, departmental earnings, and fiscal notes development. The position develops and maintains DEED accounting structure and works with program areas to develop and enter budget information into the Statewide Integrated Financial Tool (SWIFT) throughout the fiscal year.

The FPA assists with the development of annual operational budgets for assigned program areas and in the generation of financial budget to actual variance reporting and other federal reporting.

The FPA provides high‑level technical expertise and oversight to the program areas for credible and consistent financial management for DEED. This expertise includes cost allocations, knowledge of state and federal financial requirements affecting the program areas, and as a resource for uniform guidance on administrative requirements, cost principles, and audit requirements as it relates to DEED. This position also provides financial oversight and information/outcomes about grants/programs, and qualitative/quantitative performance indicators/outcomes.

This position will be based out of the St. Paul office.

This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

  • Three (3) years
    * of experience in accounting or finance within the last ten (10) years.
  • Bachelor's degree in Finance, Accounting, Business Administration, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience;
    PhD substitutes for twenty‑four (24) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience using a large, complex Enterprise Resource Planning (ERP) system such as Oracle, People Soft, IBM, Hyperion, CGI.
  • Experience performing financial planning, budget development, forecasting and/or analysis.
  • Experience in creating, analyzing, and presenting detailed financial reports, to varied audiences.
  • Skills in communication to interact and build partnerships with all levels of agency management, staff, and customers.
  • Experience with Microsoft Office products such as Word and Excel.
Preferred Qualifications
  • Bachelor's degree or advanced in Finance, Accounting, Business Administration or other closely related field as determined by the agency.
