Telework (Within Minnesota or neighboring states) and flexible hours options are available.This position assists in the planning and processing of the establishment, maintenance, and control of all Department of Children, Youth, & Families budgetary accounts in compliance with state accounting rules and procedures and federal guidelines and regulations. The incumbent maintains DCYF budget, cost allocation, and supplemental time reporting records and processes.
Responsibilities include:- Monitor and maintain the agency‑wide supplemental time reporting process including quarterly employee federal certification and bi‑weekly time tracking allocation to ensure payroll costs charged to federal awards are accurate, supported by quality supporting documentation, and meet federal requirements.
- Develop and maintain portions of the Department’s biennial and annual operating budgets, so control can be maintained between appropriations, allotments, encumbrances, and expenditures in accordance with legislative, federal, and other funders’ intent.
- Assist in maintenance of DCYF cost allocation processes to ensure the federal shares of administrative costs are maximized, calculated, collected, distributed, and reported in compliance with all federal and state regulations.
- Complete other Financial Operations Division duties as assigned.

Three (3) years of experience in financial management analyzing, and providing financial planning, budget development, and developing accounting reports.
Additional qualifications during the interview process- Skill in analysis, decision‑making, and problem solving to evaluate policies, procedures, and processes, and to recommend and implement appropriate financial plans.
- Strong interpersonal and communication skills; ability to communicate clearly and professionally both verbally and in writing; ability to respond openly to requests and concerns; experience translating technical information into plain language.
- Experience working with enterprise database systems such as the Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management System (SEMA4) and OBIEE data warehouse.
- Interpreting and analyzing fiscal data, reports, and records.
- Resolving fiscal discrepancies and developing and implementing fiscal procedures.
