Job SummaryHybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St Paul (or Burnsville).
This position involves providing expert guidance over the rate regulation of the health insurance industry, including Affordable Care Act, Medicare Supplement, and long‑term care markets. It involves providing expertise related to policy reform at the State and nationwide and engagement with consumer advocates, other states, and industry members on state and national policy issues.
Responsibilities- Direct staff in developing and implementing individual, small group and student health plan markets detailed Affordable Care Act rate review procedures
- Direct staff or perform rate review for health insurance products including large group and grandfathered major medical, conversion, short term medical, limited benefit plans, dental insurance, vision insurance, hearing insurance, fixed indemnity, hospital indemnity, critical illness and dread disease policies, accident & sickness insurance, credit life insurance, credit disability insurance, credit unemployment insurance, stop loss insurance, Medicare supplement, disability and long term care insurance.
- Provide expert actuarial guidance on solvency oversight over risk‑taking health entities, including health insurers, HMOs, health service corporations (such as Blues/Delta plans), county‑based purchasers, joint self‑insurance associations of employers, and MEWAs. Assist other agencies in technical calculations used to collect Medicaid surcharge taxes, which provides approximately $39 million of revenue to the State of Minnesota annually.
- Supervise and direct the work of staff
Five (5) years of strategic, high‑level management, and leadership experience that includes:
- At least five (5) years of relevant experience, including knowledge of the health insurance industry and laws and regulations (particularly Affordable Care Act (ACA) plans).
- Having attained the Associate of the Society of Actuaries (ASA) (SOA) credential based on having passed at least six (6) ASA examinations.
- A bachelor's degree in Mathematics, Economics, Actuarial Science, Statistics, or related field is equivalent to one (1) year of experience.
- An advanced degree in Mathematics, Economics, Actuarial Science, Statistics, or related field is equivalent to eighteen (18) months of experience.
- Attained or has demonstrated plans to pursue the Fellowship of the Society of Actuaries (FSA) credential
- Have at least four years of experience pricing health insurance or analyzing solvency and in addition having some regulatory experience in those areas
- Experience with Medicare Supplement and long‑term care (in addition to the mandatory experience in ACA health insurance plans)
- Familiarity with ACA Section 1332 State Innovation Waivers, and the related annual reporting
