The Financial Analyst position conducts fiscal, budgetary, and administrative analysis for the Mental Health & Suicide Prevention (MHSP), Injury & Violence Epidemiology (IVEpi), and Violence Prevention Programs (VPP) Units within the Injury & Violence Prevention (IVP) Section of the Injury Prevention & Mental Health (IPMH) Division. Analysis activities include long-range and ongoing organizational, systems and program planning and implementation of federal, state, and privately funded programs and ad hoc unit projects in the following areas: fiscal and budgetary analysis, request for proposal (RFP) and legal agreement development, work and information flow, cost/benefit analysis, and policy and procedure development and analysis.

This position also conducts quality assurance and process improvement for unit systems designed to prevent fraud and waste related to screening and incentive payments.

Primary responsibilities include:
  • Monitor, analyze, and manage assigned budgets to ensure that all program funds are appropriately and effectively allocated and expended in accordance with federal, state and program policies, procedures and priorities. Oversee and ensure the fiscal management of program and grant budgets in partnership with the Unit Supervisors.
  • Coordinate the development, implementation, and monitoring of requests for proposals (RFPs), grant agreements, and contractual agreements within IVPS.
  • Ensure remittance of the 988 fee is collected and coordinated with the Minnesota Department of Public Safety (DPS) and the Minnesota Department of Revenue (DOR).
  • Monitor, analyze, and manage the Howard G. Buffett Foundation (HGBF) income contract funds that support Consolidating Minnesota’s Response to Labor Trafficking for the (VPPU).
  • Conduct financial reconciliations of IPMH grant agreements in collaboration with other IPMH management analysts.

Two (2) years of experience in financial management, budget administration, accounting, grants management, contracts administration, or business operations that includes:

  • Monitoring, analyzing, forecasting, and reconciling budgets, expenditures, or other financial data from state, federal, private, or other funding sources to support organizational or program decision-making.
  • Administering grants, contracts, requests for proposals (RFPs), legal agreements, procurements, or other complex financial/business processes while ensuring compliance with applicable policies, procedures, or funding requirements.
  • Analyzing business or financial issues, identifying solutions, and developing or implementing process improvements, policies, or procedures.
  • Using Microsoft Excel to analyze financial or operational data, prepare reports, and communicate findings.

A degree in accounting, finance, business administration, public administration, economics, or another closely related field may substitute for experience as follows:
Doctorate or J.D. may substitute for two (2) years of experience. A master's degree may substitute for eighteen (18) months of experience. A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six (6) months of experience.
