Budget and Accounting Coordinator
Under limited supervision, the Budget and Accounting Coordinator is one of two accounting positions that coordinates and controls accounting operations and structures, budgets and financial records for the Minnesota Board on Aging (Board) and the Aging and Adult Services Division (Division) in the Aging and Disability Services Administration. The Minnesota Board on Aging is an independent state agency with its own operating procedures, while at the same time, utilizing DHS centralized functions, such as Human Resources and financial operations, to assist in meeting its federal and state mandates.
This position is unique, in that it has dual responsibilities to provide financial management consultation, expertise, analysis, and training to both the Board on Aging, its own state agency, and the Division as a part of DHS.
The position is part of the central financial structure of the BOARD and Division.
MN Aging Pathways Fiscal Analyst
The MN Aging Pathways Budget Analyst will provide program-level fiscal monitoring, analysis, and compliance support for the Minnesota Aging Pathways (MAP) program by:
- Tracking federal and state funds
- Developing spending plans
- Reviewing allowability and approval of budgets and expenditures by the state team and by grantees
- Identifying and reporting any suspected fraud, waste and abuse
- Working with grantees on spending health
- Working collaboratively with the MBA's fiscal and grants management staff
- Working with federal fiscal staff on MAP federal grants
- Writing, managing and applying MAP fiscal policy
- Ensuring alignment with grant budgets and program deliverables
Fiscal Operations Budget Analyst
The Fiscal Operations Budget Analyst will establish, oversee, and continuously refine division-wide financial policies for state and federal funds administered by the Aging and Adult Services Division of DHS and the Minnesota Board on Aging. This position is responsible for managing, directing, and ensuring fiscal integrity, proactively mitigating risk, and upholding robust compliance across multiple funding sources, including grants from the U.S. Administration for Community Living (ACL), the Centers for Medicare & Medicaid Services (CMS), the Minnesota Legislature, and private entities.
As a recognized strategic leader, the incumbent leads advanced budgeting, comprehensive financial reporting, innovative internal controls, grant administration, optimized vendor payment processes, and effective appropriation support, ensuring alignment with state and federal regulations while optimizing financial operations.
