The Accounting Officer Senior exists to liaise between budget managers and unit directors. The incumbent will assist in the overall administration, monitoring, and improvement of the financial and budget performance of assigned budget activities. The position is directly responsible for conducting certain activities of significant consequence requiring a higher degree of discretion, expertise, analysis, critical‑thinking, and independence.

Minimum Qualifications

  • Three (3) years of accounting experience in developing, preparing, analyzing, and monitoring budgets
  • An Associates degree in Accounting, Business Administration, Finance, Public Administration, or related field may substitute for six (6) months of experience, a Bachelors degree in a field above may substitute for one (1) year of experience, a Masters degree in a field above may substitute for 18 months of experience.

Applicants who meet the above requirements will be further evaluated on the following:

  • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to interpret fiscal information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
  • Ability to design, interpret and explain work procedures and operations and provide advice on fiscal policies and procedures.
  • Attention to detail, organizational skills, and a high degree of accuracy in working with numbers and crucial recordkeeping on a daily basis.
  • Skills in using the Statewide Integrated Financial Tools (SWIFT) or other accounting system sufficient to query and compile records and reports and assist with the preparation and maintenance of spending plans, financial status reports, and budget requests.
  • Oral and written communications skills sufficient to communicate effectively with management and staff at all levels
  • Skills with word processing, spreadsheet, and databases (preferably Microsoft Word, Excel, and Access) sufficient to prepare and update reports and create correspondence.
  • Ability to research, interpret, and analyze state laws, policies, rules, regulations, and procedures as they related to fiscal operations

Preferred Qualifications

  • Advanced degree in Accounting, Finance, or a closely related field
  • Experience working with Statewide Integrated Financial Tools (SWIFT)
  • Experience analyzing data and writing financial reports using various tools such as SWIFT's data warehouse (OBIEE) and Microsoft Excel
  • Experience working with the statewide employee management system (SEMA4)
  • Knowledge of Minnesota Management and Budget budgeting policies and practices sufficient to prepare or direct the preparation of, review, and analyze biennial and annual operating budgets and internal fiscal documents.
  • Knowledge of Governmental Accounting, Auditing, and Financial Reporting
