Deputy Finance Director

The Deputy Finance Director is a key leadership role for a collaborative, forward-thinking finance professional who wants to make an impact beyond the numbers. This position leads the day-to-day operations of the City's accounting and payroll functions while partnering closely with the Finance Director on the annual audit and financial report, budget, five-year capital improvement plan, and other strategic financial initiatives.

The Deputy Finance Director develops and supports a high-performing team, creates opportunities for staff to grow, and builds organizational resilience through cross-training, knowledge sharing, and strong, sustainable processes. Leadership

Operational Excellence & Continuous Improvement

· Oversees daily cash management, cash forecasting, ACH transactions, bank reconciliations, and accounts payable disbursements.

· Conducts internal audits and monitors financial processes to ensure accuracy, compliance, and strong internal controls.

· Assists with preparation of the annual budget, revenue forecasting, wage and benefit projections, and the five-year Capital Improvement Plan.

· Supports investment management, bond sales, debt management, and bond rating activities.

· Identifies and implements process improvements that increase efficiency, reduce manual work, strengthen internal controls, and leverage technology and automation.

Fiscal Responsibility

· Reviews disbursements, journal entries, reconciliations, and general ledger activity to ensure accuracy, compliance, and appropriate financial stewardship.

· Prepares the annual audit, financial statements, year-end closing activities, and required state and regulatory reports.

· Administers grants, fixed assets, insurance allocations, MNCare tax reporting, and other assigned financial reporting functions.

· Monitors financial records for accuracy, resolves discrepancies, and ensures compliance with applicable accounting standards, City policies, and regulatory requirements.

· Facilitate analysis of tasks to create efficiencies and separate of duties

Minimum Qualifications
  • Bachelor's degree in accounting or a related field
  • Three years of accounting experience using an automated system
Preferred Qualifications
  • Supervisory experience that includes mentoring and coaching
  • CPA or CPFO
  • Local government experience
  • Experience with Tyler Munis (specific Enterprise ERP)
  • Work experience in auditing, budgeting, debt management, and cash investment management
