This position provides strategic leadership and expertise for the development, implementation, improvement, and monitoring of grant and contract management work throughout DCYF to ensure that agency staff have tools to carry out processes that are effective, efficient, and compliant. This position leads special projects and initiatives, designs and implements new and improved agency-wide processes, develops and maintains written resources for agency-wide use, and proactively responds to needs of agency grant and contracts staff.
This position also manages the agency's official contracts and grants resource library to provide a unified approach to effective, compliant and impactful grantmaking and contracting.
Responsibilities include:
+ Proactively identify knowledge, training, tool, resource, and other gaps and develop and implement agency-wide solutions that ensure DCYF grants and contracts staff across the agency are supported to manage grants and contracts effectively, efficiently and in alignment with all applicable requirements.
+ Monitor and respond to new or updated policy and other federal and state requirements, opportunities for continuous improvement, and other emerging needs or risks by designing and implementing new policy, process, and procedures across DCYF operational and program areas.
+ Provide technical assistance, general support, and specialized guidance to DCYF contract and grants staff to ensure staff across the agency have resources and information needed to achieve high quality contracting and grantmaking work.

* Three (3) years of experience in administering public sector and/or government grants and/or contracts including at least two (2) year documenting and implementing polices, processes, and procedures.
** Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:*
* + Extensive knowledge of the full lifecycle of state and/or federal grants and contracts, including solicitation, evaluation, negotiation, contract execution, monitoring, payment and closeout including applicable state statutes and federal regulations.
+ Working knowledge of grant and contract management software systems and public sector accounting systems.
+ Highly skilled in writing clear, concise, and accurate documentation of policies, processes, procedures, and job aids.
