Responsibilities
  • Provide professional technical support to the Division of Parks & Trails federal water programs and other grant programs.
  • Assist in management of DNR portions of recreational tail programs, grant-in-aid, legislatively authorized pass-through grants for bonding, OHV, general fund, and other grants as assigned.
  • Implement grants in accordance with state and federal laws, Office of Grants Management policies, and Budget/Capital policies and procedures.
  • Perform financial management and administration, implement grant/program policies, and provide high levels of customer service and technical assistance to internal and external customers.
Responsibilities (Additional)
  • Assist in the implementation of the state portion of the Federal Sportfish, Boating Infrastructure, and Clean Vessel grants.
  • Administer water grants from pass-through Bonding, general funding and other legislative appropriations; ensure compliance and proper reimbursement of project costs.
  • Support post-compliance visits, training, and reporting; participate in professional development opportunities.
  • Establish working relationships with public and private organizations and agencies to support outdoor recreation programs.
Minimum Qualifications
  • Three years of professional experience administering grant programs.
  • Bachelor’s degree in Grants Administration, Business Administration, Public Policy/Administration, Accounting, Finance, Natural Resources, or related field (may substitute for one year of experience).
  • Demonstrated experience in project management and grant administration principles; knowledge of applicable laws, rules, and regulations.
  • Ability to evaluate information to develop policy and program administration recommendations; communicate with diverse audiences.
  • Ability to analyze fiscal reports for compliance with federal/state requirements; interpret guidelines, statutes, contracts, and amendments.
  • Strong written and oral communication, organizational, and problem-solving skills; ability to manage multiple projects and meet deadlines.
  • Commitment to diversity, equity, and inclusive working environment; knowledge of GAAP and internal control principles; experience with grant budgets.
Preferred Qualifications
  • Knowledge of state and federal policies for grant administration.
  • Master’s degree in public policy, nonprofit administration, natural resources, or related field.
  • Proficiency with financial, accounting, and grant software.
  • Experience with the Minnesota State structure and policies.
  • Participation in state fellowship programs (e.g., Star of the North) is a plus.
Additional Requirements
  • Unrestricted Class D driver’s license with clean driving record; driving eligibility per DNR Fleet Policy (minimum age 18).
  • Ability to meet physical requirements and work in environmental conditions with or without accommodations; occasional lifting and outdoor work as needed.
  • Legal eligibility to work in the United States without sponsorship; pass a background check (employment reference, SEMA4, criminal history, education/license verification).
