Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position is the liaison between the Office of the Medicaid Director and Deputy Commissioner, the Indian Health Service, and Tribal health care officials and American Indian‑led health care organizations. The person in this position will facilitate government‑to‑government communications between Minnesota Department of Human Services and Tribes that share geographic boundaries with Minnesota. The person in this role will work to ensure the agency is addressing substantive issues associated with participation of Tribal Nations, their members, and other American Indians enrolled in Minnesota’s Medicaid and Minnesota Care programs.

As a recognized expert on state and federal Medicaid law and policy and the health care needs and priorities of American Indians enrolled in Minnesota Health Care Programs, this person is responsible for providing legal and/or policy support to the Department of Human Services and Federal Relations.

This person also serves as the primary contact and lead for Federal Relations outreach and information gathering efforts with American Indians and Tribes. Outreach and information gathering activities include, but are not limited to the quarterly Tribal Health Director’s Meeting, American Indian Monthly Roundtable, etc. In addition, this position is responsible for providing technical expertise, consultation, and research support to the Office of Tribal and Urban Indian Relations, the Office of the Medicaid Director and Deputy Commissioner, and leadership across all four DHS administrations responsible for administering the state’s Medicaid and Minnesota Care programs.

This position is responsible for ensuring that all inquiries about Medicaid and Minnesota Care policies related to Tribal providers receive a timely and accurate response and for promoting and maintaining positive and productive relationships between Tribal government officials and the agency.

This position also supports Federal Relations’ with its responsibilities related to the maintenance and development of Minnesota’s Medicaid state plan. This includes specific tasks such as drafting, gathering and tracking public comment on changes to the state plan with specific impacts on American Indians, etc. and supporting the agency response to CMS inquiries regarding federal compliance.
