The Medicaid Tribal Liaison and Policy Analyst serves as the primary conduit between the Office of the Medicaid Director, the Deputy Commissioner, the Indian Health Service, and tribal health‑care officials. The role facilitates government‑to‑government communication, supports the agency’s legal and policy work related to tribal participation in Minnesota’s Medicaid and Minnesota Care programs, and leads outreach and information‑gathering efforts with American Indian and tribal partners.
Key Responsibilities- Act as liaison between the Human Services Department and tribal governments, ensuring policy, program, and program delivery issues are accurately represented and addressed.
- Provide legal and policy support regarding state and federal Medicaid law, including interpreting statutes, regulations, and sub‑regulatory guidance.
- Serve as the primary contact and lead for Federal Relations outreach, including quarterly Tribal Health Director’s Meetings and the American Indian Monthly Roundtable.
- Offer technical expertise, consultation, and research support to the Office of Tribal and Urban Indian Relations, the Office of the Medicaid Director, and Deputy Commissioner across all DHS administrations.
- Respond to inquiries about Medicaid and Minnesota Care policies related to tribal providers, ensuring timely and accurate answers.
- Maintain and develop Minnesota’s Medicaid state plan, drafting, gathering, and tracking public comments, and supporting responses to CMS inquiries.
- Disseminate summaries of new federal guidance to internal stakeholders, ensuring programs are administered in accordance with the state plan and waivers.
- Promote and maintain positive relationships between tribal officials and the agency.
- Three (3) years of experience working with tribal government officials on human services program administration.
- Experience with tribal health‑care delivery systems or direct service provision on a reservation or with an American Indian organization.
- Experience interpreting and analyzing state and federal statutes, regulations, and sub‑regulatory guidance, and providing written summaries to managers and executives.
- Demonstrated and operational understanding of Minnesota’s Medical Assistance and Minnesota Care programs.
- Knowledge of principles of group dynamics, facilitation, mediation, and problem resolution.
- Ability to monitor relevant changes in law and regulations.
- Ability to understand the interactive nature and implications of federal and state statute and regulation.
- Ability to develop, write, interpret, and apply complex policy and procedures.
- Effective interpersonal skills to engage individuals and groups from diverse backgrounds and cultures.
