The Minnesota Department of Health’s Financial Management Division is seeking a talented and motivated Budget Operations Supervisor to lead our financial oversight and help shape the future of public health in Minnesota!
ResponsibilitiesAs a key member of our team, you’ll oversee the management of our $580 million annual budget, ensuring that grants, contracts, and funds are handled with precision and integrity. You’ll supervise the Budget Operations Unit, guiding budget setup, monitoring, and reporting in SWIFT, and ensuring compliance with federal and state standards.
- Maintain a clear and efficient chart of accounts
- Ensure all budgeting, spending, and reporting transactions are accurately recorded in the state accounting system
- Ensure federal, state, and non‑governmental standards are met in funding applications, grant awards, and gift acceptance forms
- Review and verify that program and grant managers have access to timely financial status reports
- Direct related financial activities such as intra‑agency billing
- Adhere to applicable laws, rules, policies, and guidelines
- Provide clear and effective communication with departmental staff and federal agency contacts
Four (4) years of accounting, budgeting, or financial management experience required in the following areas:
- Accounting procedures sufficient to complete forms and documents that comply with generally accepted accounting principles (GAAP) standards and maintain accurate and complete financial records
- Proficient in the use of SWIFT online financial, procurement, and reporting system used by the State of Minnesota
- Experience supervising and developing staff
- Experience with and ability to develop and implement procedures to increase the efficiency and effectiveness of financial operations and independently carry out department objectives with only limited supervision
- Experience working with high‑level stakeholders, including federal agencies and legislative bodies
Education Equivalencies:
- Associate degree in accounting, Financial Management or closely related field of study substitutes for six (6) months of experience
- Bachelor's degree substitutes for one (1) year of experience
- Master's degree substitutes for eighteen (18) months of experience
- Doctorate degree substitutes for two (2) years of experience
- Experience building reports in the State of Minnesota Data Warehouse/OBIEE system
- Thorough knowledge of the Budget Planning and Analysis System (BPAS)
- Thorough knowledge of the Appropriation Maintenance Application (AMA) in the SWIFT system
- Understanding of federal and state funding regulations, including the Single Audit Act and Federal Funding Accountability and Transparency Act
- Successful completion of a background check and reference check
- Must be able to accept work in the U.S. by day of employment – no H-1B sponsorship offered
