Emergency Manager

This position oversees the emergency management activities throughout the State Capitol Area Complex. This includes assessing risk, planning, training, threat and emergency exercising, and coordinating with complex tenants and other jurisdictions so that resources are utilized to the fullest extent. When an incident occurs, this position assists implementing the plans and procedures while collaborating with other response organizations.

The Department of Public Safety is unable to provide sponsorship for work visas. Applicants must be eligible to work in the United States at the start of employment. DPS does not participate in E-Verify.

Minimum Qualifications

Three (3) years of experience developing, implementing and coordinating emergency management, homeland security, business continuity, public safety or related preparedness programs.

Experience must demonstrate:

  • Experience developing, maintaining, and evaluating emergency operations plans, continuity plans, hazard analysis, threat assessments, risk assessments, or standard operating procedures.
  • Experience planning and/or executing emergency preparedness training, drills, exercises, or incident response activities.
  • Experience collaborating with multiple agencies or organizations to coordinate emergency preparedness, emergency response, or public safety initiatives.
  • Knowledge of federal, state, and local emergency management laws, regulations, policies, and best practices sufficient to develop and administer emergency managment programs.
  • Strong written and verbal communication skills sufficient to present information, develop reports and emergency planning documents, and communicate effectively with executive leadership, government partners, and stakeholders.
  • Proficient with Microsoft Office Suite products;
    Effective database management skills.
  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

Must successfully complete Basic Emergency Management Academy through Homeland Security & Emergency Management (HSEM) within two (2) years of hire.

* Bachelors degree in emergency management, homeland security, public administration, criminal justice, public safety, or closely related field may substitute for one (1) year of experience.

Preferred Qualifications

  • Bachelor's degree or advanced education in Emergency Management or related field.
  • Knowledge of the National Incident Management System, Incident Command System, and operational protocols.
  • Experience developing or administering emergency management programs for a government agency, higher education institution, or large multi-facility organization.
  • Leadership experience;
    Ability to direct and coordinate complex planning processes, including mitigation planning, hazard identification, threat and risk assessments.
  • Current certification as a Minnesota Certified Emergency Manager (MnCEM), Certified Emergency Manager (CEM), or equivalent emergency management certification.

Physical Requirements

  • Very Light:
    Requires occasionally moving and transporting such articles as file folders, laptop computers, office supplies, printers and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties;
  • VISION REQUIREMENTS:
    Corrected to 20/40;
  • HEARING REQUIREMENTS:
    Must not have more than a 35 DB loss in either ear when averaging the loss at 500, 1000, 2000 and 2000 HZ.
