Job Summary

The Office of the State Auditor (OSA) Audit Practice Division performs independent, external financial and compliance audits of local governments.

This Local Government IT Audit Specialist position assists in leading the information technology (IT) audits of local governments (including the largest, most complex, and specialized) by ensuring that appropriate procedures are performed that are necessary to determine the reliability of clients' information systems, platforms, operating procedures, IT security and data protection. The Local Government IT Audit IT Specialist has primary responsibility for:

  • Preparing the IT audit plan and developing audit programs, forms, and guidance;
  • Playing a lead role in planning performing, and completion of large and complex IT audits; and
  • Providing day-to-day guidance and coaching to less experienced professional auditors.

Interviews will be held in person in St. Paul.

Start date of September 8, 2026, or after.

After an initial training period, the Local Government IT Audit Specialist is expected to report to the OSA's main office (St. Paul) or an assigned client location a minimum of one day per week.

Qualifications
Minimum Qualifications

To be considered, a candidate must have:

  • A bachelor’s degree in accounting, or master’s degree with an accounting concentration from an accredited institution or a bachelor’s degree in Information Technology or Computer Science from an accredited institution;
  • A minimum of two (2) years of progressively responsible experience leading IT audits and providing guidance to other professional audit staff; and
  • Experience with IT audits as they relate to generally accepted audits of financial standards, IT security and control practices, and IT management practices.
Preferred Qualifications
  • Certified Public Accountant (CPA) or Certified Information Systems Auditor (CISA);
  • Knowledge of Generally Accepted Accounting Principles (GAAP/GASB Statements) for local governments;
  • Knowledge of professional audit requirements (GAAS/GAGAS) for audits of local governments;
  • Considerable knowledge of audit requirements for federal awards (including Uniform Guidance and OMB Compliance Supplement) as it relates to federal program IT requirements;
Physical Requirements
  • Requires occasional transport of less than 10 pounds, along with the ability to move through work space and maintain a stationary position throughout the work day.
