This position will enable the Victim Services & Restorative Justice (VSRJ) and Prison Rape Elimination Act (PREA) units to fulfill legislative and department mandates to address victim concerns and rights, to implement restorative practices, and to address sexual violence within DOC facilities and meet federal PREA mandates. This position is responsible for the management information across these units. This entails development of documents and communication within the units, across DOC facilities & units, and with governmental and community partners.
This position will troubleshoot any problems with these processes and develop advanced systems to deal with an increase in the number and type of cases the units are responsible for addressing, including the use of technology to make systems and staff more efficient. The position is responsible for financial and administrative duties for these units. This position has responsibility for all contractors including the creation and management of contracts, providing administrative support to the contractors, and monitoring and analyzing fiscal/budgetary needs and benefits.
The position will create and monitor systems for tracking and measuring grant activities and progress on workplans. The position provides direct support to the Director of these units. The position provides support to all staff within these units with specific back-up responsibility for the Supervised Release Board processes and for positions doing the first point of contact with crime victims, public, other DOC units, and government agencies.
Responsibilities will include, but are not limited to the following:
1. Manage and improve unit data systems, supporting data collection and evaluation, collaborating with MN.IT and agency committees, developing data-related training, and providing guidance by responding to inquiries and coordinating issue resolution.
2. Execute and monitor contracts for VSRJ and PREA units.
3. Provide structure, support, and back-up assistance to the VSRJ's work with the MN DOC Supervised Release Board as well as the Minnesota Clemency Review Commission and Board of Pardons.
4. Primary responsibility for finance and administrative matters for the VSRJ and PREA units.
5. Provide analysis and reporting to the Interstate Compact transfer requests regarding victim issues.
6. Provide direct support to the units' Director and participates as part of the unit teams responding to emerging needs and new approaches to improve victim services and restorative justice responses and PREA unit needs.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. ** Minimum Qualifications*
* + Two (2) years of experience supporting business information systems, which includes research, data analysis, reporting, and/or documentation. A Bachelor's degree in a closely related field may substitute for one (1) year of experience.
Skill in:
+ Analysis sufficient to interpret all court-ordered documents, make quick decisions regarding inconsistencies and/or inaccuracies and independently solve problems such as obtaining proper documentation and accurate information.
