* This position serves as the lead technical authority and escalation point for the Behavioral Health Fund (BHF) Eligibility Team, responsible for managing highly complex, sensitive, and non-routine eligibility determinations that require advanced interpretation of policy, law, and program requirements.
The role provides functional leadership without direct supervision, guiding staff in the resolution of complex cases, ensuring consistency in decision-making, and maintaining program integrity. The incumbent exercises advanced technical expertise and independent judgment in addressing escalated issues, including appeals, compliance concerns, and determinations involving multiple systems, funding streams, or conflicting information.
This position significantly influences program outcomes, compliance risk, and statewide consistency in BHF eligibility determinations. It leads quality assurance efforts, identifies systemic issues, and drives process and policy improvements to enhance operational efficiency and equitable access to services.
The incumbent serves as the primary escalation resource for complex eligibility issues, including subsequent requests, appeals, audits, and high-risk determinations, while providing expert guidance to staff and stakeholders and ensuring consistent application of policy across the unit.
** Responsibilities include, but are not limited to:*

Ensure timely intake processing, a critical operational component for the BHF Eligibility Team. Managing the front-end intake process and coordinating work distribution to enable determinations. Act as a liaison to the substance use disorder (SUD) Clinical and Data teams to assure accurate data and accurate application of eligibility policy.
+ Lead the work with other staff and program management to assess case files and processes for compliance with federal, state and departmental policies and procedures. Provide quality management for data and processes. Develop and maintain a case audit tool and perform case audits that address the quality of work and the correct application of policies and procedures.
+ Individual case evaluation and regulatory compliance. Complete accurate BHF eligibility determinations and data entry in MMIS, complying with state statutes and policy, and BHA, Operations Division program policies and procedures.
+ Lead the work to develop Program Behavioral Health Fund (BHF) policies and procedures relevant to their role, including working to adjust policies and procedures to support equitable access to services and reduce access and outcomes disparities for diverse people.
