The Division of Ecological and Water Resources is seeking to hire one (1) full-time permanent Environmental Review Project Manager located in St. Paul, Minnesota. This position exists to coordinate and manage DNR environmental impact statement (EIS) and environmental assessment worksheet (EAWs) documents to fulfill the responsibilities of DNR under the Minnesota Environmental Policy Act (MEPA) and assist in the review and preparation of other environmental review documents.

The first project will be to manage and coordinate the preparation of a mining industry environmental impact statement (EIS) to fulfill the responsibilities of DNR under the MEPA and related activities.

* Responsibilities include:

* + Conduct and manage complete environmental review of EIS and EAW projects for which the DNR is responsible so that the rules and requirements of the Minnesota Environmental Policy Act (MEPA) and the Minnesota Rules are fully met.

+ Organize and conduct planning activities necessary to prepare EAWs and EISs for which the DNR is the responsible governmental unit (RGU).

+ Manage EIS budgetary and financial matters to ensure that costs are appropriate and in keeping with initial estimates.

+ Manage the EIS consultant hiring process and direct, manage and oversee consultant work.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.

** Minimum Qualifications*
* + Bachelor's degree in public administration, business, natural resources management, political science, or related field.

+ Three (3) years of professional project management experience in natural resources program administration, environmental impact analysis, or related field.

+ Project management skills sufficient to identify risks, critical paths, and resources and coordinate the work of others across multiple simultaneous operations.

+ Knowledge of formal environmental review laws, procedures, and policies.

+ Skills in meeting and group facilitation (virtual and in-person), conflict resolution, effective listening, and negotiation with diverse stakeholder groups.

+ Human relations skills sufficient to motivate, guide, train and build consensus with clients, peers, and staff.

+ Excellent writing and communication skills sufficient to generate and translate highly technical information for a variety of audiences.

+ Proficiency with databases, spreadsheets, and word processing.

** Preferred Qualifications*
* + Advanced degree in public administration, business, natural resources management, political science, or related field.

+ Experience conducting formal state (e.g. MEPA) or federal (e.g. NEPA) environmental review, such as Environmental Assessment Worksheets (EAW's) or Environmental Impact Statements (EIS's).

+ Experience as the Responsible Governmental Unit project manager for state or federal environmental review.

+ Experience managing budgets, project expenditures and hiring and utilizing contractors.

+ Experience planning and executing large public meetings and open houses.

+ Knowledge of mining practices and/or mining impact analysis.

* This position requires an unrestricted Class D Driver's license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver's license may operate equipment and vehicles on behalf of the Agency.
