This position administers and provides supervisory oversight for the Office of Justice Programs (OJP) Crime Victim Justice Unit (CVJU) created to enforce the provisions of the Crime Victim Rights Oversight Act (Minn. Stat. 611A.72-.74) on behalf of the Commissioner of Public Safety. The director of the CVJU has the responsibility to act as the lead investigator on complaints and/or own initiative in regards to any decisions, or acts of any element of the criminal justice system including prosecutors, law enforcement, probation, city, county and state officials, court personnel, and victim service providers covered pursuant to Minn.

Statute 611A.74. This position assesses the status of crime victim rights and provides periodic reports to legislators, the Executive Director of the Office of Justice programs, and the Commissioner of Public Safety regarding the treatment of crime victims by members of the criminal justice system. The incumbent makes recommendations regarding statutory and policy improvements in the rights of crime victims.

This position also manages the administration of the state's automated crime victim notification system.

The Department of Public Safety is unable to provide sponsorship for work visas. Applicants must be eligible to work in the United States at the start of employment. DPS does not participate in E-Verify.

** Minimum Qualifications*
* + Four (4) years of progressively responsible experience in criminal justice, crime victim services, legal services, investigations, regulatory/compliance oversight, or a closely related field.

Experience must include responsibility for interpreting and applying laws, regulations, policies, or procedures and making recommendations or determinations based on that analysis.

+ Experience conducting, directing, or reviewing complex investigations, complaint reviews, case reviews, or compliance matters, including gathering and analyzing information, evaluating conflicting facts, documenting findings, and developing recommendations or corrective actions.

+ Leadership experience that includes supervising, leading, directing, or providing work direction to employees or professional staff, including assigning work, establishing expectations, reviewing work products, providing feedback, and addressing performance or development needs.

+ Experience working with criminal justice agencies, government entities, legal professionals, victim service organizations, or other external stakeholders on complex or sensitive issues, including experience building cooperation, resolving disagreements, or making recommendations to stakeholders.

+ Experience developing or evaluating policies, procedures, programs, or practices and recommending changes based on statutory, regulatory, investigative, programmatic, or operational findings

+ Written and verbal communication skills sufficient to prepare complex reports, findings, recommendations, policies, procedures, or similar documents and communicate complex or sensitive information to varied audiences.

+ Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
