The current Deputy Director of Human Resources vacancy is with the Talent Management Division.
This position provides strategic leadership to advance organizational effectiveness, workforce planning, and talent development across Ramsey County.
It partners closely with county leadership and service teams to align human resources strategies with departmental goals, ensuring the delivery of high-quality, responsive HR services.
As a key HR leader, the Deputy Director drives results through collaboration, innovation, and continuous improvement, serving as a trusted advisor and thought partner to help leaders strengthen performance, enhance employee engagement, and build a diverse, inclusive, and high‑performing workforce aligned with the county’s vision, mission, and strategic priorities.
This role plays a critical part in cultivating partnerships to attract, retain, and develop talent while fostering a culture of trust, accountability, and public service.
The Deputy Director must balance strategic vision with hands‑on execution, elevate organizational standards, and strengthen workforce performance within a complex, diverse, and unionized public sector environment.
The ideal candidate demonstrates strong leadership capability, operational excellence, fiscal stewardship, and a deep commitment to public service values.
The leader will champion continuous improvement, support leadership development, and enhance the overall employee experience across the organization.
Reporting to the Chief Human Resources Officer (CHRO), the Deputy Director is a member of the Human Resources senior leadership team. The position is actively engaged in the design, execution, and continuous improvement of enterprise systems, and provides strategic and operational leadership of an assigned division—either the Total Rewards Division or the Talent Management and Workforce Development Division. The Deputy Director is directly responsible for leading, coaching, and developing a team of managers, supervisors, and professional employees, and for performing other duties as assigned.
The Talent Management and Workforce Development Division includes talent acquisition, workforce planning, learning and development, employee engagement, and talent performance systems, which includes direction of the learning management system. The division is also responsible for related systems, policies, contracts, and budget planning.
Flexible WorkplaceThis position is identified under the designation of ‘flex work eligible,’ meaning the employee can formally opt to be in‑office full‑time or work a flex schedule in which at least two days per week are performed in office and other days can be performed in a remote‑first environment. Regardless of selection, the position carries expectations regarding on‑site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.
