This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
Job SummaryThe Business Analyst serves as a liaison between stakeholders and IT, using established business analysis techniques to understand organizational structure, policies, and operations and to recommend solutions that support successful projects and goal achievement. The role participates in requirements gathering efforts to analyze, define, and document business processes, software and data requirements, and technical specifications, while assisting in the design and implementation of system enhancements or changes.
Responsibilities also include maintaining project documentation, identifying and helping resolve issues, and ensuring ongoing system and project information accuracy. The position applies industry best practices, including BABOK standards, across core areas such as planning and monitoring, elicitation, requirements management, enterprise and requirements analysis, and solution assessment and validation.
This position is temporary and includes full state fringe benefits; it is anticipated to last two (2) years.
This position requires an employee to be onsite at 180 E 5th St, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Qualifications Minimum QualificationsThis position requires a minimum of two (2) years of experience in performing IT business analysis functions.
Experience must include:
- Managing business requirements.
- Working as a business analyst, writing documentation, system specifications and facilitating discussions on process discovery, requirements gathering, and other key BA duties with diverse groups of stakeholders.
- Experience collaborating on projects.
- Creating diagrams and effectively communicating content.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Preferred Qualifications- Ability to collaborate and work effectively as part of an Agile team and is flexible, and quick to adapt to change.
