At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well‑being and quality of life for all Minnesotans. This position is part of Minnesota IT Services’ Human and Social Digital Services team that supports agencies such as the Department of Human Services, MNsure, the Department of Children, Youth, and Families, and Direct Care and Treatment.
The team combines development and IT operations with a Dev Ops approach to ensure reliable and efficient delivery of critical technology systems.
- Provide programming knowledge and skills in database development; identify, analyze, and resolve problems.
- Conduct requirements analysis and design for maintenance or development change proposals.
- Test and document all programming or procedural changes to PL/SQL used within the division.
- Perform performance tuning and integrate database solutions within Azure and AWS cloud platforms.
- Modify systems and programs to meet customer objectives and optimize system performance.
- Work independently or with other developers to create and support program applications.
- Collaborate with the supervisor, technical architects, other technical leads, various business units, and analysts to ensure organizational goals and requirements are met.
- Minimum of three (3) years of IT related experience in PL/SQL programming and development.
- Experience working with relational databases such as Oracle; demonstrate understanding of data integrity fundamentals.
- Demonstrated ability to communicate clearly and effectively.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving.
Education in Information Technology or an IT related field may substitute for experience: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Preferred Qualifications- Advanced knowledge of PL/SQL and effective query strategies.
- Experience with Oracle SQL Developer.
- Advanced skill with SQL.
