The Department of Children, Youth, and Families (DCYF) General Counsel’s Office is building its legal support infrastructure, and this position is critical to that goal. The General Counsel’s Office provides and oversees agency wide functions, including management and fulfillment of requests for agency data, preservation of data through use of effective legal holds for existing and anticipated litigation, produce data in response to litigation using a technology‑based approach, and other foundational legal infrastructure for DCYF.

We are secure in these basic functions, however, this position will lead efforts to document current processes, enhance our processes through thoughtful consultation with legal leadership and DCYF program staff, and advise development of technology systems to support and enhance our effectiveness. This position will also be at the hub of execution of these processes – developing processes and systems in consultation with our technology team, training staff agency wide, actively managing data request and litigation processes, and working side by side with our General Counsel’s Office team.

Responsibilities
  • Lead the development and implementation of agency-wide data practices, privacy and lifecycle programs to ensure compliance with MGDPA, HIPAA, and other regulations.
  • Lead the agency’s litigation readiness and eDiscovery programs and drive operational preparedness initiatives for investigations, complaints, inquiries, and requests across all sections and divisions.
  • Serve as a principal advisor to GCO leadership and lead substantive legal and policy analysis across all program areas. Conduct complex research on statutes, regulations, and case law, and prepare high‑quality written products and recommendations that inform executive decisions, governance design, and agency strategy.
  • Develop and deliver specialized training and practical tools that translate complex legal requirements into actionable guidance for agency staff.
Qualifications
