The Chief Information Officer (CIO) serves as the executive leader responsible for all information technology functions at the Minnesota State Lottery. This position provides expert guidance to agency leadership on resource procurement, system standards, information access, and long-range IT planning. The CIO ensures that all information systems effectively support the Lottery's mission, business plan, and operational objectives.
As a key member of the Executive Leadership Team, the CIO plays an integral role in shaping the agency's strategic direction through innovative and secure use of technology. The CIO is accountable for planning, developing, implementing, and maintaining the Lottery's information systems, managing the IT Department, ensuring cybersecurity readiness, and representing the agency in interagency initiatives and committees.
Responsibilities include:- Provide executive IT leadership, build strategic partnerships, and lead, motivate, and develop IT staff.
- Develop and implement long- and short-term IT strategies, standards, and governance aligned with the Lottery's business goals.
- Oversee all IT operations, including infrastructure, development, information security, support and project prioritization.
- Ensure cybersecurity, system integrity, and preparedness for disaster recovery and business continuity.
- Manage the IT budget, resources, and staffing to support agency priorities and effective technology delivery.

To qualify, you must meet each one of the following:
- Five (5) years administrative experience (CIO-level or equivalent) managing organization-wide information systems, security technology, operations, and disaster recovery.
- Three (3) years of supervisory experience or managerial experience which include oversight of staff (e.g., selection, orientation, training, coaching, performance management, etc.)
- Ability to plan strategically sufficient to visualize and articulate long-range goals and needs, to provide direction and support to project teams, and to facilitate the planning and development process to integrate IT governance, Agency and Statewide missions and goals.
- Ability to communicate effectively to delegate work, build relationships, and report unit progress to executive leadership
- Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
* A Master's degree in Information Technology or a related field substitutes for 18 months of experience, OR a related Bachelor's degree substitutes for one year of experience, OR a related Associate's degree substitutes for six months of experience.

Preferred Qualifications- Experience with statewide information policies, guidelines, and standards.
- Knowledge of state procurement laws and procedures, specification preparation and bid evaluation, request for proposal preparation and evaluation, software evaluation and procurement and budgeting.
- Experience in project management, process improvement, and change management.
- Ability to identify, analyze, and solve problems by bringing forth mutually acceptable solutions within the parameters of budget, staffing, and technology limitations.
