Job Overview
Information Technical Services Lead Specialist – responsible for network services, systems administration, or geographic information systems (GIS) within the Information Services Department. Serves as the subject‑matter expert and "go‑to" resource for complex technical issues, leading project teams, and providing strategic input on infrastructure planning and procurement.
Responsibilities
Act as the technical expert in network services, systems administration, or GIS and oversee less experienced staff, including instruction to technical staff and departmental customers.Provide support and troubleshooting for technical staff and customers with server, network, or GIS problems, resolving departmental user issues regarding equipment, operating systems, or network‑related software.Analyze and document problems in the assigned area with vendor‑supplied software and generate documentation for submission of server or network‑based hardware and software problems to the vendor; contact outside resources as needed and apply corrective action.Provide input into evaluation of new technical proposals in the area of expertise to determine appropriateness and compatibility with county business processes; summarize and report recommendations and impact of proposed changes to hardware and software purchases.Manage and oversee applications and infrastructure in assigned areas to maximize system value, using monitoring, diagnostic, and vulnerability tools; develop and implement physical and data security plans and procedures; plan major improvements such as application upgrades; research and develop associated products, services, standards, and guidelines.Create, test, and maintain a disaster recovery plan for assigned technologies, identifying critical county business processes and computerized systems, site preparation requirements, application recovery materials, and communication methods.Work with IS Services supervisors/manager(s) and departmental customers to establish time frames for project completion, set priorities, assess relative costs and resources, and provide input into strategic planning decisions for the department and county procurement processes.Lead and direct the work of interdepartmental project teams to analyze, design, implement, or troubleshoot large hardware or software projects; assign tasks, monitor progress, and evaluate performance.Oversee delivery of consulting services and outside contracted technical or vendor services for county computer infrastructure, ensuring work is completed according to agreements and timelines.Consult with network, server, or GIS systems design consultants or vendors for new solution products, expansions, or upgrades; research with expert sources, organize team assessment, determine preliminary cost impact, and submit recommendations to senior management.Oversee design and implementation of architecture and databases associated with on‑premises and county‑managed cloud implementation of specific applications and extensions and data models.Qualifications
- Bachelor’s Degree in Geographic Information Systems, Management Information Systems, Computer Sciences, or related field.
- Six years of progressive experience with server hardware and server‑based operating systems administration, data network and network device support, or geographic information systems administration.
- Equivalent combination of education and related experience qualifies for substitution.
- Training and experience rating will be used as the examination; questions must be answered clearly and completely.
Additional Information
Veteran’s Preference: Points will be applied after the examination. Veterans should update DD214 and submit supporting documents with the application.
