This position exists to provide leadership for advancing data analytics, research, and evaluation and systems support in the Early Learning Services (ELS) Division. The incumbent provides advanced professional and supervisory work in the development and delivery of data analytics, evaluation, and data systems integration to support education programs across the division, as well as integrated data across state agencies. The position is responsible for planning, organizing, and supervising all facets of data analytics within the ELS Division to support implementations of early learning programs, including the supervision of subordinates who will plan, deliver, and monitor data practices and requests in compliance with state and federal laws, rules, and deadlines.

The position also provides expertise and consultative services around data integration for staff across the division and partner agencies.

Responsibilities
  • Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees effectively perform assigned job duties to achieve the annual objectives of the division. Manage the budget of the team, including the budget for information technology systems that support early learning programs, and procurement related activities. Develop and respond to legislation related to data, information systems, and early learning program needs.
  • Plan, implement, and manage Information Technology integration to ensure data integration, data analytics instruments, databases, and processes meet standards for results validity, quantitative soundness, defensibility, and legislative requirements. This includes state and federal reporting, data requests, data integration, and data sharing agreements.
  • Manage, monitor, counsel, and evaluate data analytics staff activities related to data analysis, data quality control, research, and program evaluation related to federal and state mandatory reporting, data requests, and the Early Childhood Integrated Data System to ensure accurate, timely, and effective reporting requirements are met.
  • Provide consultation on early learning programs and the implementation of those programs based on data analytics and systems to both program staff in the Early Learning Services Division and to school district leaders responsible for the implementation of early learning programs, in coordination with the Minnesota Department of Education.
  • Perform other duties and assignments essential to the achievement of DCYF goals to collect, analyze, and communicate data related to Minnesota children, families, early care and education workforce, Head Start, and schools as assigned by the Director.
Minimum Qualifications
  • Demonstrated leadership experience which may include:
    • Experience as a supervisor, team lead, lead worker, or project lead.
    • Completion of a state leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI).
    • Completion of a similar or equivalent leadership development program through another organization.
    • A paid or unpaid position leading a program or chairing a committee (e.g., an Employee Resource Group). This experience must include:
