This position serves our partners at Minnesota's largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

As the IT Advanced Business Analyst, you will perform business analysis functions supporting the development of IT application projects. You will use a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization to document requirements, and to be able to recommend solutions that enable projects to be successful and goals to be met.

In particular, this includes participating in requirements gathering sessions to analyze, define and document business needs and processes, software requirements, data management systems and development of specifications for technology initiatives.

The IT Advanced Business Analyst works as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop. The IT Advanced Business Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. The IT Advanced Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases.

The incumbent will participate in and in practice:
Business Analysis Planning and Monitoring;
Elicitation;
Requirements Management and Communication;
Enterprise Analysis;
Requirements Analysis; and Solution Assessment and Validation using industry best practices for and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.

This position requires an employee to work onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework ()  eligibility depends on residence:

+ Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

+ Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

+ Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
