Job Summary

The Court of Administrative Hearings (CAH) seeks to hire a Staff Attorney. CAH is the largest of three Executive Branch Courts with over seventy full‑time employees located in St. Paul and Duluth. CAH hears cases involving 200 unique areas of administrative law and serves as Minnesota’s workers' compensation trial court. CAH renders justice through fair, timely, and impartial hearings and by providing high‑quality dispute resolution services.
CAH staff attorneys support the court’s judges and general counsel and work on a wide variety of important matters, such as professional licensing discipline, occupational safety and health citations, fair campaign and data practices matters, nursing home and assisted living facility compliance cases, environmental and energy regulatory matters, rule making, and workers’ compensation cases. Attorneys in the Staff Attorney 2 position become subject‑matter experts in specialized areas of law and serve as mentors to newer lawyers.

Responsibilities
  • Conduct legal research.
  • Provide legal analysis and opinions.
  • Independently prepare internal memoranda, order drafts, and other written work in support of court services.
  • Serve as a point of contact for attorneys and pro se parties seeking answers to procedural questions.
Minimum Qualifications

  • Juris Doctorate (J.D.)
  • Current licensure in good standing to practice law in the State of Minnesota.
  • At least three (3) years of legal experience as a practicing attorney.

Experience must demonstrate the following:

  • Advanced legal research, analysis, and writing skills.
  • Ability to understand, interpret, and explain laws, rules, and regulations to address challenging legal situations with problem‑solving skills and creativity.
  • Providing legal advice on issues to senior management and/or executive team.
  • Ability to work well as part of a team.
  • Intercultural competency: the ability to relate and communicate effectively with individuals who do not share the same culture, ethnicity, language, or other common experiences.
Preferred Qualifications
  • Prior executive branch or judicial branch experience conducting legal research and drafting judicial opinions/orders/decisions.
  • Experience with workers’ compensation law or administrative law.
  • Law review or journal experience in law school, an appellate clerkship, or other intensive legal writing background.
  • Mentorship or project management experience.
  • Demonstrated commitment to community and/or public service.
Physical Requirements

This is a sedentary position. Exerting up to 10 pounds of force occasionally and/or a small amount of force occasionally to move and/or transport objects. May need to maintain a stationary position for long periods of time while carrying out job duties.
