The Early Intensive Developmental and Behavioral Intervention (EIDBI) Licensing Unit Manager is responsible for overseeing all functions of the Licensing Division’s EIDBI Licensing Unit, including directly supervising the supervisors of EIDBI licensing teams. The incumbent ensures that the division adheres to relevant statutes and rules governing the licensing of EIDBI providers under the Human Services Licensing Act (MN Statutes, Chapter 245A) and EIDBI Standards (MN Statutes, Unit 256B.0949), and the incumbent is recognized as a subject matter expert in laws and rules relating to licensing functions, maltreatment of children and vulnerable adults, background studies, data practices, and related due processes.

Supervision and management. Supervision of the Early Intensive Developmental and Behavioral Intervention (EIDBI) licensing unit supervisors. Manage areas of responsibility in a manner which supports the department’s core values and the division’s mission, goals, and objectives, consistent with state and federal law. Ensure the unit has available, sufficient, and qualified personnel so that monitoring reviews and investigations are carried out in accordance with law, policy and rules, and violations are identified with changes effected for the welfare of the people served in licensed services.

Managing program development and operation. Participates with the Deputy Inspector General, assistant director, and the management team in the planning and development of new initiatives, including legislation, rule development, and other projects vital to the success of the division in fulfilling its duties and meeting its overall mission, goals, and objectives.

Licensing actions. Oversees issuance of licensing actions in accordance with Minnesota Statutes, Chapter 245A, including denials, conditional licenses, fines, suspensions, revocations, and temporary immediate suspensions.

Legislative and intergovernmental activities. Assist the Deputy Inspector General and assistant director in identifying and developing legislative initiatives related to EIDBI.

Program integrity monitoring. Oversees the development and implementation of policies, procedures, forms, and referral systems of the EIDBI licensing unit in monitoring high-risk providers related to program integrity and fraud.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee
  • (e.g. ERG) - Experience must include:

AND Five (5) years of experience: (a) managing and overseeing services licensed by the with Department of Human Services (DHS), Minnesota Department of Health (MDH), or similar services licensed in other states; or (b) as a licensor, licensing supervisor or manager of such services.

Experience must demonstrate the following:

  • Develop laws, rules, and/or regulations.
  • Review all relevant operational and statistical reports showing data from business units, particularly EIDBI licensing unit.
  • Review, approve, and sign program licensing actions to assure compliance with Minnesota statutes and rules.
  • Plan, organize, assign, and/or direct licensing work activities of the business unit’s leadership.
