The Minnesota Department of Natural Resources is seeking to fill one (1) full-time State Program Administrator, Manager Senior / Buildings Operations Manager position in its Central Office location in St. Paul, MN.
The Buildings Operations Manager position manages and directs the DNR's Buildings and Sustainability (BAS) program's agency-wide building operations which includes space planning, building occupancy, leasing, site and custodial maintenance, and site safety and security so that business units and divisions can operate in facilities that support their programs. As the Buildings Operations Manager, the incumbent has broad overall responsibilities for the management, planning and coordinating of various administrative services for the entire agency and at all agency locations.
This position is responsible for preparing draft policies and recommending procedural improvements regarding program delivery. The incumbent must meet the goals of the agency through supervising both direct reports and coordinating the work of other employees associated with building and sustainability responsibilities (e.g. architects and engineers, regional office and MNIT employees).
Duties include but are not limited to:
+ Statewide planning at all leased buildings sites
+ Building operations
+ Lease renewals
+ Report to work building office environment
+ Building safety
+ Space planning and relocations
+ Associated purchasing of needed furniture, fixtures, equipment, and contracts
+ Project Management
+ Building security
+ Central Office mail, shipping and receiving and delivery services
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
** Minimum Qualifications*
* + Three (3) years of managerial or supervisory experience that includes demonstrated knowledge of finance, human resources, safety, or other related activities.
+ A bachelor's degree in building construction, real estate management, general management/administration or a related field may substitute for one (1) year of experience.
+ Knowledge of budgeting and financial management processes sufficient to coordinate and articulate budget proposals, prioritize and manage budgets, monitor revenue, administer grants, and interpret budget reports.
+ Thorough understanding of buildings operations, maintenance and management for both owned and leased facilities.
+ Experience in managing security, safety, and emergency management programs within facility operations.
+ Working knowledge of sustainability principles and methodologies to reduce energy consumption and the use of water and fossil fuels.
+ Knowledge of strategic and operational planning procedures sufficient to participate in the development of unit plans, evaluate recommendations and explain proposals, and report to staff, peers, and superiors.
+ Ability to interpret and apply related policies, procedures, rules, laws, and regulations sufficient to ensure compliance across the agency.
+ Leadership, organizational, and interpersonal skills sufficient to direct, develop, and engage staff.
+ Communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
+ Skills in all standard Microsoft Office software applications (Word, Excel, PowerPoint, etc.).
