* This position provides the administrative supervision of complex systems for the design, delivery, and oversight of statewide health care and human services grants and contracts within the Office of the Medicaid Medical Director (OMMD). The incumbent integrates several program activities and disciplines, including contract management, fiscal operations, partner engagement, and community partnership development, to translate state and federal mandates into operational rule, policy, and procedure.

Supervising mid-to-high level professional staff, the incumbent provides strategic, supervisory, and operational leadership and establishes program goals and performance standards while ensuring operational alignment across DHS divisions and community partners. To advance integrated population health, the incumbent oversees the full lifecycle of federal and state-funded contracting initiatives centering community engagement, health equity, research, and clinical integration. These projects include, but are not limited to, complex demonstration projects and other cross-administration and cross-agency quality improvement initiatives.

Aligned with core OMMD values, the position is responsible for advancing equitable grant making procedures throughout the grant cycle from drafting the request for proposals to providing technical assistance to grantees to ensuring the delivery of measurable, culturally responsive results for Minnesotans. This position leads and oversees all fiscal and contracting administrative duties for grants, contracts, interagency agreements, joint power agreements, federal budget amendments and continuation of funding and carryover requests, and provider infrastructure payments/value-based payment model participation.

In doing so, they manage complex decisions with heavy communication between Division and Agency-level fiscal, budget, and grants and allocations staff.

** Minimum Qualifications*
* Demonstrated leadership experience
* * Leadership experience can include:

+ Experience as a supervisor, lead worker, team lead, project lead;

+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);

+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

+ 1+ year of experience identifying issues, goals and strategic actions

+ 100+ hours per year time commitment

** AND*
* Three (3) years of work experience in state or federal grant administration, including RFP development and contract negotiation.

Experience must demonstrate:

+ Comprehensive understanding of OMB Uniform Guidance (2 CFR 200), DHS and OGM budget and contracting policy, and state procurement statutes.

+ Mastery of budget development, cost allocation, financial risk assessment, performance monitoring, and compliance systems .

+ Establishing and maintaining effective relationships with federal, state, regional and local governmental and healthcare officials.
