The Director of County Jail Partnerships and Rule Implementation position is a temporary unclassified position with an anticipated end date of November 2, 2029.
This position directs the State's relationship with Minnesota counties and sheriffs on the operation and regulation of local correctional facilities (jails), and leads the Department's implementation of Minnesota Rules, Chapter 2911. The position exists to convert a newly adopted regulatory framework into workable, sustainable practice across more than 75 county and regional jails — building the systems, training, technical assistance, and partnership structures that allow local facilities to reach and maintain compliance without enforcement as the first resort.
It serves as the Department's principal point of accountability for ensuring that rule implementation is collaborative, consistent, and credible to both the regulated community and the public. The position works as a co-lead partner to the Director of Inspections & Enforcement — pairing the Department's regulatory authority with a dedicated partnership-and-implementation function.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Four (4) years of progressively responsible experience in jail or correctional operations, correctional facility regulatory oversight, or closely related public safety administration, including experience that demonstrates:
Deep knowledge of jail operations, including the operational, staffing, security, programming, health care, and administrative considerations that affect implementation of correctional standards and requirements;
Experience interpreting, applying, or implementing statutes, administrative rules, policies, licensing standards, or other regulatory requirements within a jail or correctional environment;
