LBO Deputy Director

The Legislative Budget Office (LBO) is seeking to fill the position of deputy director. This is a full-time benefits eligible position. In partnership with the LBO director, the deputy director helps shape the strategic vision of the Office, ensuring fulfillment of its mission and statutory responsibilities. The deputy director manages a team evaluating tax expenditures and providing professional and technical support to the Minnesota Tax Expenditure Review Commission (TERC).

In collaboration with the LBO director, this individual helps manage LBO operations, including the coordination and oversight of the fiscal note process for the Minnesota Legislature, managing the local impact note process, and administering a survey regarding health plans in Minnesota school districts and charter schools.

The LBO deputy director supports the Minnesota Legislature by leading the LBO in various tasks, including:

• Managing a team of analysts evaluating the effectiveness and efficiency of Minnesota tax expenditures
• Working with the LBO director to develop and implement a business plan for the Office
• Developing and maintaining relationships and strategic partnerships with key stakeholders
• Creating standards and protocols and building internal metrics to evaluate and guide the LBO

The LBO will determine the starting salary based on the successful applicant’s qualifications and experience. The recruitment range for the position is $118,002 to $145,000. The full salary range for the position is $118,002 to $213,292. The salary offered will be based upon an assessment of the applicant’s level of experience.

• Masters Degree in public finance, public policy, or a related field. A Bachelor of Arts or Bachelor of Science Degree in a related field and three additional years of experience may substitute the Masters Degree requirement
• Seven years in a financial, economic, or statistical analysis environment
• Two years serving in a position as a lead, supervisor, or manager capacity
• Knowledge, skills, and abilities:
• High-level analytical skills necessary to lead detailed quantitative studies
• Ability to support and motivate staff
• Ability to communicate complex analysis in a public setting and to a wide range
• of audiences
• Nonpartisan background and ability to act impartially, in a politically neutral manner

• Experience providing lead direction on research and quantitative analysis projects
• Technical skills sufficient to use software programs to conduct complicated analysis of tax data
• Knowledge of public finance and state budget process
• Experience working with a state or federal legislature
