Minneapolis Management and Budget (MMB) seeks a strategic and collaborative Health Policy Director to serve as a policy advisor to the Executive Director of the Health Subcabinet. In this role you will provide leadership, consultation and coordination of state policy and budget priorities that impact the health of Minnesotans. The Health Subcabinet fosters sustainable health‑care spending, ensures access to comprehensive, high‑quality care and reduces health‑care inequities.

• Lead policy research, development, and analysis, in consultation with internal and external stakeholders.
• Recommend health‑policy changes and administrative actions to improve physical, behavioral and social drivers of health.
• Advise on needed interventions and innovations to impact Minnesota’s health‑care ecosystem and markets.
• Engage and coordinate cross‑agency legislative staff, advocacy groups and community voices to improve state programs.
• Provide lateral management of agency leaders in the policy domain across Health Subcabinet agencies, in consultation with the Governor’s office.
• Serve as a senior leader on the Health Subcabinet team, prioritizing continuous improvement and providing expert policy consultation.

Telework options vary by employee location. Employees living within 50 miles of the primary location may telework up to 50%. Employees living 50 miles or more from the primary location and currently residing in Minnesota may telework more than 50% with approval.

• Five (5) years of experience leading policy research, development and analysis to recommend health‑policy changes.
• Knowledge of health‑care innovations, reforms, policy challenges, insurance markets, delivery systems, payment models, social determinants, federal and state policies and public‑health funding streams.
• Research and analysis skills sufficient to interpret complex information from multiple sources to support policy or strategy development.
• Interpersonal skills sufficient to build and maintain working relationships with stakeholders, including senior leaders, agency partners, health‑care leaders and elected officials.
• Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences.
• Respect for diversity and commitment to fostering inclusive, equitable and collaborative health‑policy environments.

Bachelor’s degree in public administration, business or closely related field may substitute for one (1) year of experience. Master’s may substitute for 18 months. Doctorate may substitute for 2 years.

• Experience designing or implementing large‑scale policy or program reforms within government or private‑sector health systems.
• Experience with federal or state legislative processes, including relationship‑building with policymakers.
• Experience building or managing collaborative partnerships with community organizations, research institutions or health systems.
• Expertise in Minnesota’s health‑care system, including regulation, payer‑provider relationships and access, quality and affordability issues.
