About the RoleAt the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well‑being and quality of life for all Minnesotans. This position participates in the design, development, implementation, and coordination of the compliance and feedback portal to ensure continual quality improvement under the Minnesota African American Family Preservation and Child Welfare Disproportionality Act (MAAFPCWDA).
It responds to constituent requests, conducts compliance reviews, and collaborates with county agencies, CSP staff, and other stakeholders to advance practice related to the Act and related statutes.
- Support development, implementation, and monitoring of the new compliance complaint portal system in the constituency; process and review complaints received through the portal per MAAFPCWDA requirements; assess response levels, actions, and needs.
- Analyze data from portal complaints and prepare internal and external summary reports.
- Participate in building organizational effectiveness capacity for MAAFPCWDA compliance processes, ensuring strategic alignment with the Administration’s mission, vision, goals, and priorities.
- Partner with administrative staff to use information from compliance reviews to design and implement models and products for compliance and quality improvement, including best‑practice guidance and training for child welfare practice.
- Provide other support and complete duties assigned to support the mission and values of the unit, administration, and department.
- Three (3) years of experience in social work and/or case management in child welfare (safety, foster care, adoption). Experience should demonstrate:
- Knowledge of federal and state child welfare statutes, particularly child protection and out‑of‑home placement.
- Experience in strategic planning and best practices for quality assurance programs.
- Knowledge of qualitative and quantitative analysis sufficient to evaluate program results and apply research to program improvements.
- Experience working with diverse communities experiencing over representation and disproportionality in the child welfare system.
- Bachelor’s degree in human services, social work, child welfare practice, or related field, or equivalent (12 months of experience may substitute).
- Master’s degree in the same fields may substitute for 18 months of experience.
- Experience working effectively with individuals from diverse backgrounds and cultures.
- Experience with the Social Services Information System (SSIS).
- Direct child welfare experience with the Indian Child Welfare Act (ICWA).
- Direct child welfare experience with children with disabilities.
- Strong experience in county or tribal social service agency working with safety, foster care and/or adoption.
- Experience leading or participating in agency child welfare initiatives and projects.
