This position exists to provide leadership and oversight in policy development and implementation of financial support programs for child care providers, primarily the Great Start Compensation Support Payment Program funded through State General Funds.
Responsibilities include:
+ Develop and implement systems and strategies to administer and coordinate this financial support program for child care providers, complying with department policies and federal and state laws and regulations.
+ Address the needs of all eligible types of providers, including providers in diverse cultural and linguistic communities; and achieve Federal and State agency objectives.
+ Advise, consult, and promote collaboration between federal, tribal, state, local agencies and the public regarding this child care financial support programs to support sound policy development; facilitate effective program integration and implementation; and increase public understanding and marketing of these services to Minnesota's child care industry, including multiple program types.
+ In collaboration with Child Care Services division staff and Office of Inspector General, properly implement and document systems and timelines, strategies and procedures for addressing financial support recipient compliance with program requirements.
+ Perform other duties as assigned and serve as an effective member of the Provider & Workforce Supports unit in the Child Care Services Division by contributing as necessary so the entire range of team responsibilities and activities is accomplished in an appropriate and timely manner.

* Three (3) years of experience designing and/or implementing projects or initiatives, educational programs, or policy development. Experience must demonstrate:
+ Highly developed communication and interpersonal skills; must enjoy people and frequent interactions.
+ Providing customer service and/or technical assistance to partners, peers, or program participants.
+ Learning and utilizing technologies such as data systems, payment systems, CRMs/case management systems, ticketing systems, Microsoft Office Suite for daily work and supporting others to be successful in the process.
+ Developing others through creation and/or delivery of training, consultation, coaching, or professional development for adults.
