Job Summary

The Fiscal Policy Analyst will provide data analyses and program evaluation needed to support fiscal policy and planning for aging programs, including Elderly Waiver (EW), Alternative Care (AC), and Essential Community Supports (ECS). The incumbent conducts policy and data analysis, project management activities, and develops and implements quality assurance processes and procedures.

Key Responsibilities
  • Develop and implement data analyses and reporting that support the implementation and ongoing administration of rate‑setting systems for aging programs and other fiscal policy efforts.
  • Conduct project management and project support activities needed for implementation and ongoing administration of aging programs rate‑setting systems and rate changes or updates.
  • Serve as a technical expert on implementing and maintaining aging rate‑setting policies through information systems such as MnChoices and MMIS.
  • Support existing quality assurance processes, and recommend new or modified processes, to ensure the integrity of the aging programs.
Required Qualifications
  • 2 years advanced administrative support, paraprofessional, or technical experience; OR associate degree and 1 year advanced admin experience; OR bachelor’s degree in a related field.
  • Knowledge of home and community‑based long‑term services and supports (LTSS) for older adults in Minnesota.
  • Experience with advanced data analysis and rate modelling.
  • Experience conducting statistical and/or other research sufficient to design and prepare qualitative and quantitative studies and reports, analyze results, and critique the analytical methods and results of other professionals.
Preferred Qualifications
  • Proficiency with Microsoft Office applications including Outlook, Word, Excel, PowerPoint, SharePoint.
  • Strong verbal and written communication skills to support agency staff in policy implementation.
  • Project management experience managing implementation of policy and rate changes in coordination with multiple business areas.
  • Ability to work effectively in a rapidly changing policy environment and shift priorities to meet management goals.
  • Experience working effectively with others from diverse backgrounds and cultures.
