* This position exists to determine eligibility for the Behavioral Health Fund (BHF) for individuals seeking substance use disorder (SUD) treatment services in Minnesota. The incumbent reviews applications and supporting documentation, applies state eligibility criteria, enters eligibility spans into MMIS, determines the county of financial responsibility, and communicates decisions to applicants, providers, and counties.
This position works under the guidance of the Human Services Program Specialist 2 (BHF Eligibility Coordinator), who assigns cases, provides technical direction on complex issues, and serves as the escalation point for non-routine determinations. The incumbent refers to escalated cases, appeals, and compliance concerns to the Human Services Program Specialist 2 (BHF Eligibility Coordinator), or Human Services Supervisor 1 (BHF Eligibility Supervisor) as appropriate.
The goal of this position is to process BHF eligibility determinations accurately and timely, ensuring individuals can access SUD treatment services while supporting longer-term enrollment in Medical Assistance (MA) or other health care coverage when appropriate.
** Responsibilities include, but are not limited to:*
* + Perform accurate and timely eligibility determination for the Behavioral Health Fund, ensuring compliance with Minnesota Statutes 254B.04 and current DHS eligibility guidelines.
+ Communicate eligibility decisions and county of financial responsibility to applicants, providers, and counties. Respond to inquiries and provide information about BHF eligibility requirements.
+ Maintain accurate case files and support data quality through complete documentation and participate in quality assurance activities.
+ Support the implementation of eligibility policies /procedures and contribute to continuous improvement efforts.
** Minimum Qualifications*

* Two (2) years of work experience providing technical support for a human services eligibility program.
Experience must clearly demonstrate:
+ Working knowledge of Minnesota's Medical Assistance (MA), Minnesota Care, and/or Medicare program as they relate to substance use disorder (SUD) services.
+ Verifying applicant information utilizing eligibility databases i.e., MMIS, METS, MAXIS, or other eligibility systems.
+ Providing education and guidance to stakeholders on eligibility criteria and application process.
+ Working understanding of federal poverty guidelines and incomes verification methods.
+ Determining enrollment related to a specific program with adherence to eligibility guidelines.
+ Proficient using Microsoft Office Suite:
Word, Excel, SharePoint, Outlook, and MS Teams.
