This position exists to provide coordination and management of Problem Gambling treatment and recovery services through grant administration and contract management, in accordance with state and other applicable regulations. The duties and tasks of the incumbent include taking responsibility for grant oversight and technical assistance for Department of Human Services approved gambling treatment providers funded through the Minnesota Problem Gambling program as overseen by the Behavioral Health Administration.

This position serves as the primary grant manager for gambling treatment providers, managing the full grant lifecycle, including drafting and issuing Requests for Proposals (RFPs), negotiating and executing grant contracts, developing and monitoring budgets, reviewing and approving invoices, conducting site visits and financial reconciliations, and providing fiscal and administrative technical assistance to grantees. The incumbent will identify and interpret best practices research that fosters positive treatment and recovery outcomes and will support implementation through training, technical assistance, and on-site treatment program reviews.

This position will work with the clinical and prevention teams within the Behavioral Health Administration to support problem gambling treatment and recovery services. The incumbent will work across the division on related behavioral health initiatives to support a recovery-oriented system of care within the Administration, across the Department of Human Services, and with external program partners. This position will be responsible for providing input and feedback to support the DHS Problem Gambling Program with a focus on enhancing Problem Gambling services from prevention to treatment and recovery services across the state.

Emphasis is placed upon coordinating activities promoting evidence-based and other best practices, using culturally responsive frameworks in the areas of Problem Gambling treatment and recovery among youth and adults in various cultural communities. The incumbent, while reporting directly to a supervisor, will also report on duties as assigned, initiatives, projects, and outcomes to other staff, including supervisors and managers within the division or department.

The responsibilities of this position will involve participation in the broad-based divisional and departmental efforts to support goals, outcomes and initiatives using a work plan developed between the division's senior leadership, managers, supervisors and the incumbent. Duties and cross-divisional assignments are coordinated to reflect a collaborative framework with other BHA staff in the delivery of Problem Gambling services, including evaluation.
