PositionPurpose:
The Housing Voucher Program Manager administers and manages federal, state, county and grant-funded housing assistance programs, including Housing Choice Voucher (Section
8), Ramsey County subsidy programs, Housing Trust Fund, Bridges, Housing Support and other assigned housing voucher initiatives. The position is responsible for program administration, regulatory and funder compliance, reporting, funding management, landlord payment oversight, quality assurance, staff supervision and collaborative relationships with participants, landlords, internal teams, funders and community partners.

Job QualificationsMinimum Education and Experience
Bachelor's degree in human services, public administration, business administration, housing administration or a related field, or an equivalent combination of relevant education and experience.
Two years of experience administering rental assistance, housing subsidy, supportive housing or similarly regulated programs. Supervisory experience in a community-based, public-service or human-services setting. Experience working with government-funded or grant-funded programs, compliance requirements and reporting deadlines. Preferred experience with Housing Choice Voucher (Section
8), HUD-funded housing, HMIS or housing management software and services for adults living with mental illness, substance use disorders or other disabilities.
Skills and Abilities
Ability to model behavior consistent with MHR mission, values and recovery-focused service principles. Knowledge of rental assistance administration, eligibility, certification, payment and recordkeeping practices. Knowledge of applicable federal, state, county, funder and grant requirements, or the ability to acquire and apply that knowledge. Knowledge of community resources and skill in building effective partnerships with landlords, providers, funders and public agencies. Knowledge of mental illness, substance use disorders and other disabilities sufficient to supervise staff and support effective program administration.
Ability to interpret regulations, contracts, funding guidance and professional literature and translate requirements into operating procedures. Ability to analyze program utilization, payment, compliance and performance information and identify needed corrective action. Proficiency with Microsoft Office, including Excel, and the ability to use housing, HMIS, reporting and funder systems accurately. Strong organizational, project management and time-management skills, including the ability to manage recurring deadlines and competing priorities.
