This position supports the Minnesota Department of Public Utilities Commission custom-developed Java and File Maker applications. The role involves designing, implementing large and complex computer systems, and programming for Agency systems. The position may lead a team in development efforts. The developer works with senior management to analyze business processes, suggest and design automation procedures, and provide decision points on design, development and deployment using object-oriented Java and File Maker best practices.
The position is telework eligible for applicants residing in Minnesota or a bordering state within 50 miles of the primary work location, with supervisory approval and satisfactory performance.
QualificationsMinimum Qualifications
- Minimum of four (4) years of IT-related experience in Java and object-oriented programming.
- Advanced experience developing and maintaining complex applications using object-oriented programming (Java/JEE).
- Experience designing, building, and implementing large-scale or enterprise-level systems.
- Experience with databases and SQL and integrating applications with backend data systems.
- Experience with SDLC methodologies such as Agile, including testing and deployment practices.
- Ability to analyze business needs, design technical solutions, and lead or contribute to development efforts.
- Demonstrated ability to communicate clearly and effectively to facilitate mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
- Experience with Java frameworks such as Spring, Hibernate, or similar enterprise frameworks.
- Experience with cloud and container technologies (AWS, Azure, Docker, Kubernetes).
- Experience implementing Dev Ops practices, including automated testing, CI/CD, and version control (Git, Maven).
- Experience providing technical leadership, mentoring developers, or leading project teams.
