This position is responsible for professional level administrative work of a highly technical nature involving the direction of activities and the coordination and monitoring of all phases of public sector capital project design and construction in the Water Systems Maintenance division of the Water Resources Department. Work involves the responsibility of the overall coordination of public sector capital improvement projects to include assembling plans and specifications for bid packages, managing through outside consultants the preparation and advertisement of construction documents, reviewing bids, selecting consultants and contractors, negotiating fees and schedules, monitoring the progress of design and construction work, approving payments, and preparing status and final reports.
Work also includes liaising extensively with internal and external stakeholders, other City departments/business units, and project teams to coordinate projects from inception through final construction. Work includes preparing and reviewing project scopes and budgets, establishing project timelines and an efficient sequence of events, coordinating with consultants to assure compliance with the plans, and oversight of the construction process. Work requires the exercise of considerable independent judgment, initiative, and ingenuity;
productive interaction with City officials, other governmental agencies, contractors, and the public; and the ability to competently and independently manage a workload that may include competing demands and challenging deadlines.
Salary: $73,036 - $117,013

To Qualify
Minimum Qualifications . Applicants must:
* Have a valid Bachelor's degree - or - in lieu of a Bachelor's degree, have a valid high school diploma or GED combined with considerable engineering related experience in design, drafting, civil plan review, or related field and/or public works construction experience.
* Possess and maintain a valid Driver License.
* Have at least five (5) years of experience in design, construction and maintenance of water, wastewater and public works related infrastructure, including construction cost analysis and estimation.
* Be able to communicate clearly and concisely, orally and in writing.
* Be proficient in the use of a personal computer and administrative support software such as Word and Excel, to prepare reports, correspondence, and email.
* Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, an applicant must be immediately available to the department before, during, and after a declared emergency and/or disaster.
Desirable Qualifications. Preferred applicants:
* Have considerable knowledge of management and construction supervision over the various aspects of the design and construction phases of multiple capital improvements projects.
* Have considerable experience in public works projects and participation in annual and long-term business planning and budgeting to support operations that are sustainable and in line with City and Department strategic plans.
* Have experience in developing and scoping facility improvements or rehabilitation of public works projects and facilities.
* Have the ability to manage multiple projects/tasks in a fast-paced environment, have strong problem-solving skills, and strong negotiation and facilitation skills.
* Are able to establish and maintain effective working relationships with employees and other agencies as necessitated by the work.
* Are able to plan and direct the activities of highly skilled professional, technical and production employees.
* Possess a Project Management Professional (PMP) certification.
* Have experience working with an asset management software system.
